first_imgThe Odisha government has confirmed the presence of tigers in three more forests in the State.Movement of the Royal Bengal tigers has been captured by closed-circuit television cameras installed at the Hemgiri forest in Sundargarh and Debrigarh sanctuaries in Sambalpur districts, while indirect evidence such as people hearing tiger roars and cattle killing by big cats have been collected from the Muniguda forest in Rayagada district.These evidence have prompted Forest and Environment Minister Bijoyshree Routray to put the State’s tiger population at around 60.Increasing populationThe Similipal Tiger Reserve in Mayurbhanj and the Satokosia Tiger Reserve in Angul district are two known habitats of the big cat in the State. According to a tiger census conducted by the State government in 2016, there were around 40 tigers in Similipal. The Wildlife Institute of India had estimated the tiger population of Similipal at 28 in 2014.“We believe that the Sunabeda sanctuary in Nuapada district has four big cats. Neither movement of tigers has been captured on camera, nor has any formal tiger census been conducted there. Sunabeda has been a stronghold of the outlawed CPI(Maoist) because of which the tiger census at the sanctuary has been postponed in the past,” said Mr. Routray.More tiger reserves The Minister said sightings of tigers is a sign that a robust ecosystems exists in the State. The government is planning to propose identification and development of Debrigarh and Sunabeda as two new tiger reserves in the State.At present, the State government is focusing on increasing the tiger population in Satkosia reserve. As part of its strategy, six tigers (three pairs) were to be brought from Madhya Pradesh. The big picture: Most federal spending pays for mandatory programs and interest on the debt.All federal spending on research and development (about $140 billion in 2015) fits into the relatively small “discretionary spending” portion of the federal budget. Discretionary spending, which is the only part of the budget that Congress and the White House can control from year to year, accounted for just 29% of the nearly $4 trillion the government will spend this year (the green slice in this pie chart, prepared by the nonprofit National Priorities Project). The rest—71%—goes to so-called mandatory programs, such as the Medicare health program for senior citizens, and interest on the federal debt. This spending is automatic, although Congress can always change the rules that determine how it will be distributed. (The next few charts are based on the White House’s 2015 spending request.) 6. Federal R&D spending has flattened in recent years.A variety of forces, including a laboring economy and efforts to rein in federal spending in the face of looming deficits, have caused some research agency budgets to grow relatively slowly, or in some cases fail to keep pace with inflation. These trends have prompted concern in the research community, which argues they threaten to dampen innovation and long-term economic growth. The majority of funding for basic and applied research comes from nondefense agencies.Many analysts consider spending on basic research to be an especially important barometer of the health of the scientific enterprise. What’s next?Many research groups are hoping that the 2016 budget process ends with appreciable increases in federal spending on research. But a 2011 budget deal between Congress and the White House puts relatively tight limits on how much discretionary spending can grow. With its request for a 7% increase, the White House will argue that it is time to lift those caps. But budget hawks say that the federal deficit, now $460 billion after topping $1 trillion early in the Obama administration, is still too large. Foreign Tourists May Be Able to Visit Restricted Areas in India Without Special Permit

first_imgForeign tourists may soon be allowed to visit some of the places that have been out of bounds for them until now without a special permit. However, tourists from Pakistan and China will not be allowed to visit these locations.“Discussions are on with the state governments to relax the Restricted Area Permit provisions for some areas for foreign tourists,” Union Minister of State for Home Kiren Rijiju said, reported PTI.The move is aimed at promoting tourism, generating job prospects for the local population as well as creating income for the state, an official from the Indian Ministry of Home Affairs (MHA) was cited as saying by the news agency.The Indian home ministry is now assessing whether it should relax the Restricted Area Permit, according to which tourists from foreign nations have to obtain a special permission to visit some of the places that are protected or restricted.According to Rijiju, in order to categorize the possible venues for which the Protected Area Permit and the Restricted Area Permit provisions may be relaxed, the ministry will work with the other agencies as well as the state governments.However, the chances of nationals of Pakistan and China to obtain these relaxations may be slim, the official said, the report added.Some of the protected areas in India are the whole of Arunachal Pradesh, Manipur, Mizoram, Nagaland and Sikkim, and some parts of Himachal Pradesh, Jammu and Kashmir, Rajasthan, and Uttarakhand. Under the Foreigners (Protected Areas) Order 1958, all areas falling between the inner line and the international border of some states have been declared as a protected area. The areas that have been deemed restricted are the entire Andaman and Nicobar Islands and some parts of Sikkim.Every foreigner, except a citizen of Bhutan, who desires to enter and stay in a Protected or Restricted Area, is required to obtain a special permit from a competent authority delegated with powers to issue a special permit to a foreigner.According to a Dec. 30, 2010 circular issued by the MHA, the entire area of the states of Manipur, Mizoram and Nagaland was excluded from the Protected Area regime for a period of one year initially from January 1, 2011. This is subject to some conditions.India earned $27 billion from its foreign tourist arrivals (FTAs), which crossed the 10-million mark, in 2017. The rise in numbers shown by the Ministry of Tourism was echoed by travel website TripAdvisor in its “2017 Inbound Travel Study” that revealed that international travel interest in India is increasing.India’s share of international tourist arrivals is 1.18 per cent in the world and 4.72 per cent in Asia, according to statistics released by the Ministry of Tourism.
