The Baltimore Ravens signed veteran tight end Dallas Clark to a deal Sunday, the team announced.“[General Manager] Ozzie [Newsome] has an agreement in principle with Dallas Clark as of today,” Head Coach John Harbaugh said Sunday. “So he’ll be in tomorrow to get a physical. Obviously, all of that is going to have to pan out for us to finalize it, but Dallas Clark is on his way to Baltimore right now.”Clark is a 10-year veteran who played nine years for the Indianapolis Colt. While there, he played under Ravens current Offensive Coordinator Jim Caldwell. Clark was one of quarterback Peyton Manning’s favorite targets in Caldwell’s offense.This signing will bring stability to a tight end position after the team has lost their two starters in that position in Dennis Pitta and Ed Dickson to injury.In addition to Clark, the Baltimore Ravens has also signed veteran Brandon Stokely. Harbaugh says even with the two players’ long-time status, they will still have to fight for roster spots.“They’re both really accomplished players. We’re excited to have them,” Harbaugh said. “By no means though is anything guaranteed, and they understand that. They want an opportunity to compete for a job. They’ll be in competition for a job with our guys that are here, and we’ll see how that plays out. That’s how we like it.”

That’s what the St. Louis Cardinals were forced to give the Houston Astros as punishment for hacking into Houston’s scouting database several years ago. All told, it was an unprecedented penalty to be levied against a baseball team for an unprecedented act of espionage.Yet compared to cheating scandals in other sports, the Cardinals got off easy. Using the various draft-value charts floating around in the sports analytics blogosphere, let’s compare the relative value of the picks St. Louis relinquished with the consequences of some of the NFL and NBA’s biggest cheating scandals in recent memory. (We’ll put aside any monetary penalties, simply because each sport has its own salary structure, making those kinds of cross-league comparisons difficult.)According to research conducted by The Baseball Analysts, a sabermetric blog run by Rich Lederer, the 56th and 75th picks in the MLB draft tend to produce about 4.9 wins above replacement over their careers. How much is that? Losing 5 WAR over, say, a 10-year span decreases the average team’s odds of winning at least one World Series in the decade by 1.4 percentage points.1Based on a logistic regression for MLB teams since the 1994 strike.By contrast, consider the New England Patriots. And the Patriots’ penalty for Spygate seven seasons earlier — losing the 31st pick in the 2008 draft — would lop 3.2 percentage points off a team’s odds of winning at least one championship in a 10-year period.(Similarly, the New Orleans Saints’ Bountygate scandal, which cost them a pair of second-round picks, carried a penalty that would decrease the average team’s odds of winning a Super Bowl over the next decade by a whopping 4.4 percentage points.)The granddaddy of all league-imposed draft-pick sanctions probably belongs to the Minnesota Timberwolves, who lost five first-rounders for an under-the-table agreement with forward Joe Smith that attempted to circumvent the NBA’s salary cap rules. Although two of the picks were eventually restored, those that weren’t were worth about 61 career win shares, according to research by Basketball-Reference.com founder Justin Kubatko.4Note that it’s impossible to reconstruct exactly where the Wolves would have drafted in an alternate universe without the penalty, because the sanctions changed their roster for years to come. Heroin deaths dropped by five percent, from 91 in 2016 to 86 in 2017.“Prescription drug abuse is an equal opportunity killer and can affect anyone, crossing socioeconomic status, ethnicity, gender and age,” said County Supervisor Kristin Gaspar, who joined the task force at the release. “The fact is, unintentional drug-related deaths continue to rise.”The death tolls due to prescription drugs and fentanyl were record highs in San Diego County. According to the Centers for Disease Control and Prevention, fentanyl is roughly 50 to 100 times more potent than morphine and 50 times more potent than heroin.“We have seen a steady increase in fatal overdose cases over the years where fentanyl has been added to opiates,” County Chief Medical Examiner Dr. Glenn Wagner said.Gaspar and the task force detailed the county’s plan to use a community-driven approach to reduce prescription drug and opioid dependence. The county plans to partner with the San Diego County Sheriff’s Department, District Attorney Summer Stephan, the Safe Homes Coalition and the San Diego Association of Realtors to fight drug abuse issues. Residents can also call the county’s access and crisis hotline at (888) 724-7240.The report came on the eve of the county’s participation in National Prescription Drug Take Back Day on Oct. 27. The county will offer prescription drug disposal services at 44 sites. The so-called V2 version of the dockable Switch has quietly made its way into stores, and some people are even trading in their original hardware for the new model.The difference between the two versions of the modular Switch is a processor upgrade that promises improved battery life (newer processors are often more power efficient than their predecessors). The new V2 battery claim from Nintendo is 4.5 to 9 hours, vs. 2.5 to 6.5 hours for the first-gen hardware. Both V2 and V1 Switches in hand, I ran a battery test on each. For this comparison, I ran non-stop video via the Switch’s YouTube app, with screen brightness at 100% and auto-brightness and sleep timers turned off. Note that V1 Switch used here has some mileage on it, but has been used almost exclusively docked. (What can I say? By doing this, both Switch units can use the same account, but your saved game files are deleted from the original Switch when they get transferred to the new one. It’s also worth keeping track of which one is your primary Switch, which is an important designation Nintendo keeps track of. On your primary device, other user accounts on the same hardware can access your owned content. On a secondary device, only you can. If you’re convinced the Switch V2 is for you, just don’t go out and accidentally buy some old stock that’s still sitting on a store shelf. The only way I could find to tell the hardware apart is the model number stamped on the back. The original reads “HAC-001,” while V2 is “HAC-001 (-01).” But there’s also an easier way to tell the difference — the V2 Switch comes in a box with a red background on its front panel. But even if you just bought a V1 Switch, there’s hope, as Nintendo will swap out an original Switch purchased after July 17 for a new V2 model if you contact the company. Mundra at Mumbai’s World Trade Centre on Thursday, 26 November, said the new steps by the government in 2015, such as Mudra Bank’s setting up, and Start up India have helped to broad base credit in the Indian economy, especially for MSMEs and other micro-level economic activities.”This, unlike the ‘Loan Melas’ of the 1970s, are likely to make a significant impact on enterprise activities at the ‘bottom of pyramid’,” he said.Mathew said that the international data shows that small business loans on the balance sheets of banks are down about 20% since the 2008 global financial crisis, while loans to larger businesses have risen by about 4% over the same period.SME lending is shrinking with bank loans to SMEs in the US have been falling as a proportion of total loans over the years, he said, adding that this is true of many other European countries as well.”Fortunately, in India, non-profit lenders, crowd funders, and other online lenders are stepping up to fill the gap. These lenders are often leveraging technology to access creditworthiness, underwrite, and service loans while traditional lenders can’t or don’t want to service anymore,” said Mathew.
The top three players in India’s e-commerce sector recorded higher gross merchandise value (GMV) last year, compared to that of the top 10 offline retailers, according to global brokerage firm Morgan Stanley.The combined GMV of Flipkart, Snapdeal and Amazon stood at $13.8 billion (about Rs 94,400 crore) in 2015, while that of the top 10 offline retailers was $12.6 billion (nearly Rs 86,200 crore).A 50 percent rise in investments in domestic e-commerce companies by venture capitals and private equity firms last year, as against the investment made in 2014, was “probably” responsible for the huge growth in GMV posted by those companies, Morgan Stanley said in a report sent to The Economic Times.”We now increase our 2020 estimate (of India’s ecommerce market) from $102 billion to $119 billion,” Morgan Stanley Research said. “This takes our estimate of the total Indian Internet market size from $137 billion to $159 billion (now including online food aggregation business).”The firm said higher Internet penetration, a growth in the number of online shoppers and a rise in per capita income levels will play a key role in boosting the e-commerce market.Currently, Indian has the second largest Internet population in the world, it said.”We expect Internet penetration to increase from 32% in 2015 to 59% in 2020, translating to a near-doubling of the Internet user base,” the US bank said.The brokerage expects the number of online shoppers in India to grow to 320 million by 2020 from 50 million in 2015.”Per capita incomes are likely to double by 2025 and this should drive higher aspirations of the Indian consumer,” the report said.The top three online retailers had a combined market share of 85 percent in the Indian e-commerce market last year, with Flipkart having a share of 45 percent, following by Snapdeal and Amazon India with 26 percent and 12 percent respectively.

The crackdown was launched in response to insurgent Rohingya attacks on security forces.Rohingya refugees say soldiers and Buddhist civilians killed families, burned many villages and carried out gang rapes. UN-mandated investigators have accused Myanmar’s army of “genocidal intent” and ethnic cleansing. Myanmar has denied almost all the accusations, saying its forces engaged in a counter-insurgency operation against “terrorists”.In late October, Bangladesh and Myanmar agreed to begin to repatriate hundreds of thousands of Rohingya Muslim refugees who fled, but the plan has been opposed by the Rohingya refugees in Bangladesh and the UN refugee agency and aid groups, who fear for the safety of Rohingya in Myanmar.The repatriation of the first batch of 2,200 refugees was to begin officially on 15 November, but it stalled amid protests at the refugee camps. None of those on the list agreed to return if their demands for justice, citizenship and the ability to go back to their original villages and lands were not met.“I don’t think anyone’s agreeing to go back without these,” said Kalam, who last week called on the international community to pressure Myanmar to accept certain “logical and acceptable” demands in order for any repatriation to take place.Myanmar does not consider the Rohingya a native ethnic group and calls them “Bengalis”, suggesting they belong in Bangladesh. It has agreed to take the Rohingya back and said they would need to accept the National Verification Card, which it says would allow Rohingya to apply for citizenship. The Rohingya reject the card, saying it brands them foreigners.Kalam said he believed Myanmar needed to propose a “clearer path” to citizenship for the Rohingya if any returns were to take place, adding he would raise the matter at the next bilateral meeting on repatriation, likely to take place next month.Myanmar government spokesman Zaw Htay was not reachable on Sunday for comment.With Bangladesh now set to go to the polls on 30 December, any decision either to repatriate people, or relocate refugees from the crowded camps to Bangladesh’s Bhasan Char island will not proceed until 2019, Kalam said.“Elections are coming up now, so the government will only finalise a future course of action after the elections,” said Kalam, adding that Bangladesh remained ready to repatriate refugees if any volunteered to return.Bangladesh has vowed not to force anyone to return.Kalam said construction work on alternative housing on Bhasan Char was “nearly complete.” He said he was hopeful some refugees would agree to move, given the island’s “livelihood opportunities” such as fishing and farming.
