Weeks later, Nexstar submitted an unsolicitied proposal to buy Media General, a deal that, if made, would jeopardize the yet-to-be completed Meredith takeover, an acquisition Nexstar described as “ill-conceived.” Media General’s board of directors reached two unanimous decisions, according to a company statement. The first was to formally reject Nexstar’s initial, $4.1 billion proposal, saying that it “significantly undervalues” the company. The second was to enter negotiations with Nexstar over the suitor’s non-binding, unsolicited proposal. Media General was granted a waiver by Meredith to pass on non-public information to Nexstar in evaluation of the deal, which Nexstar claimed would offer Media General greater value, both immediately and long-term. The cloud of uncertainty cast over Media General’s proposed purchase of Meredith Corp. grew a shade darker Monday, as Media General announced that it will officially open negotiations with its own proposed buyer, Nexstar Broadcasting Group. “We are surprised that Media General’s Board considers the value of our proposal to be inadequate today,” said Perry Sook, chairman, president and CEO of Nexstar, in a statement. “However, we are willing to engage with them to hear their perspectives.” Meredith released a statement of its own in response to the announcement, saying, “Meredith understands Media General Board’s fiduciary responsibility to respond to the Nexstar proposal consistent with our binding merger agreement announced on September 8, 2015. He was elected to the Board of Selectmen three years ago and has shown by his action, knowledge, and deep concern for ALL of the residents of Wilmington.As an educator and coach, he is well aware of the needs of our children. Having served on the Wilmington Housing Authority, he is concerned and motivated to help our citizens. Raising a young family in Wilmington, he is aware of all the problems we share and all the great things Wilmington has to offer.Greg is available and makes it a priority to attend as many of the meetings and functions around town, knowing first hand of the wants and needs of the people. Along with Kevin Caira, who was elected to the Board three years ago and serves as Chairman this year, they have conducted the meetings in a very open, caring and transparent way.During public comments, Mr. Caira, in my opinion, is very generous, allowing everyone to speak and handles the sometimes unreasonable behavior with courtesy, civility, and patience. But automakers have yet to add a personal twist that also weaponizes the system — that is, until a Toyota patent application surfaced.A recently published patent application from Toyota describes, quite simply, a “vehicle fragrance dispenser system.” As the application notes, this system goes above and beyond the current systems by adding a personal twist. It can use mobile devices to determine if a specific occupant is entering the vehicle, at which point it can dispense one of multiple perfumes specific to the occupant’s tastes. USPTO But wait, there’s more. Because some people might have problems with specific fragrances, the system also includes a deodorizer. It can deploy as soon as the occupant leaves the vehicle, returning the car’s scent to neutral as it awaits the next occupant, who might not like the last guy’s preference for fresh pine or whatever. The system can also dispense fragrances ahead of a person entering the car, filling the car with scent instead of forcing the occupant to wait for the HVAC system to do its thing, like current applications.So what about the tear gas? Here’s where it gets clever. Since the system is built to detect the occupants, if it detects an “illegitimate engine start,” as the application says, it can dispense tear gas instead of perfume, likely sending the scofflaw running. Hopefully that deodorizer is capable of removing tear gas from the car, otherwise the actual owner will be in for an eye-opening (and eye-watering) experience later on. Hopefully the trunk has an eye-rinse station.Of course, the beauty of a patent application is that it allows for some wild thinking without necessarily making it to reality. Some automakers routinely apply to patent technologies to beat competitors to the punch. Russia and Iran have signed a contract for Moscow to supply Tehran with the long-overdue S-300 surface-to-air missile systems, said a top official of a Russian defence conglomerate on Monday.Sergei Chemezov, chief executive of Russian state-owned defence conglomerate Rostec, said Russia had agreed to finally deliver the long-overdue missile systems it had in 2007 committed to supply under an $800-million deal, reported Press TV citing Russian state-run RIA news agency.Moscow refused to deliver the systems to Tehran in 2010 on the pretext that the agreement was covered by the fourth round of the United Nations Security Council sanctions against Iran over its nuclear programme. The resolution bars sale of hi-tech weapons to Tehran.Following Moscow’s refusal to deliver the systems, Iran filed a complaint against the relevant Russian arms firm with the International Court of Arbitration in Geneva.In April this year, Russian President Vladimir Putin lifted a previous ban on the delivery of the S-300 to Iran.Iranian Defence Minister Brigadier General Hossein Dehqan said in mid-August “all changes” made to the S-300 system by the Russians over the years would be implemented on the equipment to be delivered to Iran.

The EPA acknowledged that when it finalized its new haze cleanup plan in October, saying that average visibility in many national parks and wilderness areas is “about one-half to two-thirds of the visual range that would exist without anthropogenic air pollution.”Stephanie Kodish is an attorney with the National Parks Conservation Association, which worries about pollution in the Big Bend and Guadalupe Mountains parks coming from power plants.“Not only do these sources compromise visibility, but they also affect visitor health, and they’re the same sources that have an impact on our climate,” Kodish said. Her group and others argue the Obama Administration’s approach to cleaning up haze would’ve had better results. The new plan gives Texas power plants alternatives to installing costly emissions controls, one of them being an emissions trading program within the state.The EPA said its policy is to not comment on pending litigation, but in deciding on the new rule, the agency had considered arguments from Texas power companies that the old version would’ve been unnecessarily costly, and that it was an example of federal overreach. For many years it has been said that emperor penguins are able to withstand the extremely cold and harsh Antarctic environment because they have more feathers per square inch than any other bird, but when the researches with this new project searched the literature, they couldn’t find any studies that had actually shown this to be true, so they decided to conduct a study of their own.The study consisted of first plucking feathers from penguins that had died naturally—they’d been collected by other researchers and stored in freezers—and then by cutting off feathered areas to count the number of shafts that remained. In so doing, they discovered that emperor penguins do not have the densest feather coat—at roughly 9 per square centimeter, they lagged far behind birds like the white-throated dipper. Furthermore, they found that the birds had more types of feathers than have been documented. Underneath the visible contour feathers, they found after-feathers, which are downy-looking feathers that attach to the contour feathers. They also found plumules, which are also downy-looking feathers, but they attach directly to the skin—the penguins had approximately four times as many of them as they did contour feathers, suggesting that they serve an important role in helping keep the bird warm and dry in all kinds of cold and wet conditions. And that wasn’t all, after looking even closer (with a microscope) the researchers found filoplumes, a type of microscopically small feather—they have barbs on them—in birds that fly they are used to alert their host to the need for fixing plumage that has become disheveled.The study shows that common ideas about emperor feathers are not correct, and that much more research will need to be done to find out how the combination of feathers allows penguins to keep water away from the skin when diving in icy water and cold air out when standing in sub-zero conditions. In studies modelling the heat transfer properties and the potential biomimetic applications of penguin plumage design, the insulative properties of penguin plumage have been attributed to the single afterfeather attached to contour feathers. This attribution of the afterfeather as the sole insulation component has been repeated in subsequent studies. Our results demonstrate the presence of both plumules and filoplumes in the penguin body plumage. Kolkata: In view of decreasing PLF of the thermal generating stations, the Central Electricity Regulatory Commission (CERC) is relooking the current two-part tariff structure and seeking feed back from stakeholders to replace it with a three-part tariff structure. This in turn could encourage signing of long term PPAs by the state owned power distribution companies as it may decrease some of the stress in the power sector for units unable to complete the project or remain idle due to lack of long term power demand agreements, an utility company official told PTI. The recovery of fixed component could be linked to target availability, whereas variable component could be linked to the difference between availability and dispatch. Fuel charges could be linked with dispatch, it said.CERC consultation paper on ‘2019-2024’ tariff will remain open for comments and suggestions till July 15.The CERC has also mooted consultation on increasing extension of useful life for very old thermal power plants which is now restricted at 25 years, giving a new lease of life to several power units.”It is to be noted that performance of a unit does not necessarily deteriorate much with age, if proper O&M practises are followed,” the regulator said.Extension of useful life is one of the options among others like phasing-out, renovation and replacement with super critical plants.According to central electricity authority, the capacity of coal based thermal power plants more than 25 years old is about 37,453 MW, out of which around 35,506 MW capacity pertains to state/central sector, as on March 2016.

OTT video services on connected TVs will represent 17% of the total OTT market by 2016, according to research by French group IDATE.The OTT video market on connected TVs will be worth €2.4 billion by 2016, with the majority of revenues coming from premium services rather than advertising. According to IDATE’s World Connected TV Market Insights report, developed European markets still show growth potential for pay TV services and the pricing levels will limit the impact of competition on linear TV offers from OTT services. But in central and eastern European countries, there is a higher growth potential from OTT on connected TVs.“Managed network players – cable and IPTV providers, for instance – are holding one of the key drivers for the connected TV market development,” said Jacques Bajon, head of distribution video practice at IDATE’s. “They can continue their strategy of service distribution or open massively their networks to over-the-top services giving a boost to their commercial offers.”
Kevin Spacey in House of CardsNetflix has cancelled the show that has been core to its popularity, House of Cards.The show will end after the upcoming sixth season is complete, with the decision made public soon after allegations of sexual assault were made against its leading star and producer Kevin Spacey.Earlier this week Star Trek: Discovery star Anthony Rapp claimed that Spacey made sexual advances toward him in 1986 when the actor was 14 years-old.In response, Spacey issued a statement on social media saying he “did not remember the encounter”, but added he was “horrified” by what Rapp described.House of Cards, a remake of Andrews Davies 1990s BBC miniseries, is considered the show that established SVOD service Netflix as a key player in the US and international original programming markets. The dark political drama, which stars Spacey as a machivellian politician, has been nominated for 53 Emmys.In a statement Netflix said that, along with production partner Media Rights Capital, it is “deeply troubled” by the Spacey news.“In response to last night’s revelations, executives from both of our companies arrived in Baltimore this afternoon to meet with our cast and crew to ensure that they continue to feel safe and supported,” the statement added. “As previously scheduled, Kevin Spacey is not working on set at this time.”It has been reported that Media Rights Capital has considered ending the show previously. Variety also first reported that Netflix and Media Rights are in early stages of development for a new House of Cards spinoff.Meanwhile, the International Academy of Television Arts & Sciences has also announced today that in light of the recent claims it will not honor Spacey with the 2017 International Emmy Founders Award.The news is the latest in a string of revelations to have appeared after Harvey Weinstein was accused of ongoing sexual assault earlier this month. The HDMI Forum has released version 2.1 of the HDMI specification, which includes support for video resolutions of up to 10K and dynamic HDR formats.The Forum described the update as a “huge leap forward”, with the new specification supporting higher video resolutions and refresh rates including 8K 60Hz and 4K 120Hz, for “immersive viewing and smooth fast-action detail”.Dynamic high dynamic range (HDR) is designed to let every moment of a video be displayed at its ideal values for depth, detail, brightness, contrast and wider colour gamuts – on a scene-by-scene or frame-by-frame basis.Bandwidth capability has also been increased to 48Gbps, supported by a new Ultra High Speed HDMI Cable that can deliver uncompressed 8K video with HDR and has low electro-magnetic interference.“The HDMI Forum’s mission is to develop specifications meeting market needs, growing demands for higher performance, and to enable future product opportunities,” said Sony Electronics executive and president of the HDMI Forum, Robert Blanchard.Also included in HDMI 2.1 are enhanced refresh-rate features, designed to ensure an added level of smooth and seamless motion and transitions for gaming, movies and video.Resolutions of up to 10K are supported for commercial AV and for industrial and specialty uses.HDMI is backward compatible with earlier versions of the specification, and was developed by the HDMI Forum’s Technical Working Group.The HDMI 2.1 Compliance Test Specification will be published in stages during Q1-Q3 2018, and HDMI adopters will be notified when it is available.
